EMC testing verifies two things: that your product does not emit more electromagnetic energy than the limit allows (emissions), and that it keeps working when energy from the outside world hits it (immunity). Emissions protect everything else from your product. Immunity protects your product from everything else. Most regulatory approvals require both.
EMI is the interference itself — the unwanted energy a product radiates or conducts. EMC is the broader discipline of making a product electromagnetically compatible with its environment, covering both what it emits and what it can tolerate. In day-to-day use, “EMI testing” usually means the emissions half of an EMC campaign.
Pre-compliance is diagnostic: run early, find the problem while the board can still change, no grant involved. Full compliance is run to the complete standard in an accredited lab and produces the report used for FCC, ISED or CE Mark approval. Most delayed projects skipped the first one.
